A resident of Monument, Colorado, Chris Lowe holds a master’s degree in organizational management and public administration from the Bowie State University. From 2015 to 2018, Chris Lowe was the town manager of Monument, Colorado. He is also a member of the Government Finance Officers Association (GFOA).

The GFOA is an association that represents the interests of more than 20,000 American and Canadian public finance officials. The members of GFOA are involved in financing, planning, and conducting government operations throughout their jurisdictions.

There are five membership categories at GFOA, three of which are for non-voting members. The voting members can take part in the Government membership or Additional, which is for those practicing public finance professionals. The non-voting categories are associates, faculty, student, and retired memberships.

GFOA offers its members a range of services and benefits such as a week-long leadership program, a mentorship program for the annual conference, seven award programs to encourage and recognize excellence in financial management, member networking through member interest groups, and more.
