Former attorney Chris Lowe of Monument, Colorado, spent more than 10 years in city management and administration related to overseeing public utilities, including his position as Monument’s town manager. In his role at Government Professional Solutions (GPS), Chris Lowe has been instrumental in helping Baldwin City, Kansas, secure funding from the Kansas Department of Transportation for improvements to an intersection. He also helped the city develop a project to extend public utility services.
With a staff of 12, Baldwin City’s Public Works department is responsible for maintaining city streets, water and sewer mains, streets, and the city’s vehicles and equipment. Last year, the city department began a project to update sewer lines on the east side of town to improve wastewater management. The project began at the Waste Water Treatment Plant and moved toward Sixth and Lincoln Streets, winding along Fifth and Fourth Streets and ending halfway up Santa Fe Drive.
